In roadways, some conductors do only office duty

Times of India: Jaipur: Friday, 02 May 2014.
The roadways department, reeling under staff shortage, has many conductors and drivers who have not been deputed on any route since their appointment. Using their clout, the personnel are doing office jobs rather than duty on buses.
In a Right to Information (RTI) reply, it has come to fore that some staffers have not reported on route despite their appointment as conductors. Other drivers and conductors are forced to work for 14-16 hrs every day. The department has a shortage of over 1,000 personnel in all its 54 depots in the state.
Adding to the woes, the staff deputed to other departments like Jaipur City Transport Service Limited (JCTSL) have not been relieved. The department, on the other hand, has issued regular orders for deploying staff on jobs for which they were recruited but failed to implement it.
One Surendra Bhardwaj was appointed in 1983 on compassionate grounds as conductor. However since his appointment he has been serving in the office. Moreover he has been made the manager of traffic cell by the depot managers without considering his qualifications. Similarly, Manu Raj Sharma, who is at central bus stand, Jitendra Singh Mand, currently on deputation with JCTSL and Gauri Shankar Sharma are other personnel who are performing administrative duties.
On route staff claim that there are more such people who have managed to avoid the route duty.
"On May 9, I have called a video conference where we will discuss this issue. Unless anybody has taken special permission from headquarters for serving in offices all will have to report for the original jobs" said Bhaskar Sawant, managing director, RSRTC.
