RTI reveals Rs. 44.70 lakhs remain unspent under DoLR

An amount of Rs. 44.70 lakhs remained unspent under the Department of Land Resource (DoLR) during the current year 2013-2014 out of the total amount received from both central and state government during 2013-2014.
This information has been provided through a disclosure under RTI application filed by social activist S. Lepzung Jamir (Ref.No.DoLR/RTI/2009-10/1089) furnished on February 20 by the department of land resources, Nagaland.
The social activist further appealed for the second time on February 24 to the department to furnish certain details by issuing utilization certificate under State Plan (SP) and Central share implemented for Integrated Watershed Management Programme (IWMP) since he was not satisfied with the report furnished on February 20.
Lepzung also wanted to know whether the amount Rs. 44.70 lakhs sanctioned by the Central government would remained unused for the current year 2013-2014 or where the remaining balance would be spent as the financial year would end by March 31.
The RTI applicant also expressed dismay with the details provided on the current strength of employees DoLR as it excluded the entire strength of the department including the district project officers.
The RTI report made available to Nagaland Post had the list of State schemes, Central scheme, subsidies and aims & objectives. The department report said that under the state scheme, there were rubber development plantation; information technology; training and capacity building; construction of district office building in Longleng; liabilities on construction of district office in Phek and resource centre.
Under the heading Centre scheme, there was the Integrated Watershed Management Programme (IWMP) with the objectives to conserve and develop natural resources, increase productivity of the land and provide sustainable livelihood to the people.
