On this very
day 38 years ago, President Fakhruddin Ali Ahmed, on Indira Gandhi's request,
had declared a state of Emergency.
But the
government claims to have no documents about this dark chapter, with neither
the PMO nor the home ministry (MHA) responding to RTI activist Manoranjan Roy,
who sought information on the event last month.
The PMO
forwarded the plea to MHA which, in turn, replied, "It is informed that
the information sought is not available." Roy said he feels the government
has surreptitiously destroyed all documents.
Citing
section 8(3) of the RTI Act, the MHA stated: "Since the event took place
before 20 years from the date of your application, it is exempted." MHA
has blamed the National Archives of India saying it is the "repository of
non-current records", a claim the archives department officials denied.
