The state
government has instructed the Registrar Housing Societies (RCS) to probe the
alleged irregularities in management of Karamyogi CGHS in sector 10-A in
Gurgaon.
The residents
of the society had registered a detailed complaint against the society
president RK Hooda, who is managing the society affairs for several years.
According to
the complaint, a copy with TOI, the managing committee of the society headed by
Hooda is violating the provisions of the Haryana Cooperative Societies Act
1984.
Acting on the
complaint, the additional chief secretary, cooperation department, Haryana
government wrote to the RCS in Panchkula instructing to initiate actions and
carrying out an enquiry. The RCS office has also been asked it to appoint a
board of administrators under prevalent provision of the Act, 1984 to mange the
Karamyogi CGHS.
Vishal
Bharat, a resident said, "We became members of the society in 1990 and
there were 100 members in a two acre area. This society belonged to people from
army and police department.
However, the
members reduced and in 2004 they handed over the charge to a person called RK
Hooda. This is when the problem started, the construction pace was extremely
slow and in 2007 he finally gave us possessions." The residents came to
know about irregularities and then through RTI found out the evidence.
"We came
to know through RTI that he does not possess occupation certificate. Also
instead of making 75 flats, he made 81 flats. We all are having unauthorized
water connections till now and none of us have paid water bills so far,"
said Bharat. Through various RTI applications, we also came to know that he was
involved in embezzlement of funds meant for the welfare of the society.
"For the
past two months, our diesel generators have been sealed by the pollution
control board department because this person did not get the necessary
clearances. Many times we go without electricity," he said.
The society
president, RK Hooda said, "The allegations of mismanagement and
irregularities are baseless. The complaints are result of the internal politics
of the residents of the society."
Answering the
RWA's allegations that no audit of has been carried of the society, Hooda said:
"The society is managed on basis of society Act and all the procedures are
followed in out society. The audit has been carried out as per law and there is
not discrepancy." To the allegation that he had take control of the
society, Hooda said : "I am active in Hooda Khap Panchayat and other
social work and I don't want to have any position in the society. I want the
residents to manage the society."
