Congress is now going to use RTI to bolster it's position in the state. The
party has already done this once before the previous assembly elections, when
Congress national general secretary Rahul Gandhi asked his partymen to file RTI
applications to get information related to corruption in the NRHM.
This strategy
worked and more than 500 applications were submitted all over the state for
information about the 'Janani Suraksha Yojana', vaccination etc.
The
information thus gleaned indicated huge discrepancies in centrally funded
health schemes.
Now, the UP
Congress committee chief Nirmal Khatri has also decided to use RTI to get
information about all centrally funded schemes. Khatri has asked all his
districts' presidents to check ground reality of central schemes in their
respective areas.
Khatri said
"Central government is giving funds to the state for various schemes but
at the ground level people are not getting benefitted. So we have to point out
the apathy of state governments towards centrally funded schemes".
Focusing
their attention for starters on schemes operating in rural UP the party will
take up the implementation of its flagship scheme the National Rural Employment
Guarantee scheme. The party decided it will protest the low utilisation of
central government funds during the first six months of 2012-13.
According to
the plan, congress workers will now adopt one nyay panchayat in every tehsil
and will ensure that benefits of the scheme reach the targetted individuals.
The party
will also take up the issue of non payment of dues amounting to Rs.104 crore
that UP has failed to settle during 2011-12. The pending payments include dues
for material bills, as well as payment for labour, of which about Rs.68 crore
was due against wages alone.
Member of All
India Congress Committee and Chairman of MGNREGS Monitoring Committee Sanjay
Dixit said "Party has decided to give the state government until November
21 to settle the dues".
Nirmal Khatri
says, "New action plan will certainly strengthen the party's presence in
the state".
