The Central Information
Commission (CIC) has ordered the Delhi asse-mbly to proactively provide
information to people on its proceedings, the legislations introduced and
passed, and information on the proceedings of all committees of the House.
CIC directed
the assembly secretariat to provide this information in Hindi and English on
its website and to provide live telecast of assembly proceedings via the
website.
The
Commission's orders are in response to complaints filed by Satark Nagrik
Sangathan (SNS), a citizens' group, which uses the Right to Information Act to
access information on the performance of elected representatives and prepare
report cards of MLAs, MPs and ward councillors.
In complaints
filed to the CIC, SNS highlighted the fact that in violation of the RTI Act,
the Delhi assembly has no effective system of providing information on its
functioning to people.
"This
constitutes a gross violation of Section 4 of the RTI Act which requires the
secretariat to put in place proper mechanisms to provide people easy access to
information on the functioning of the assembly," Anjali Bhardwaj of SNS
said.
