Believe it! Throwing all the norms and ethics to winds, Jammu and Kashmir government has started providing jobs on “first-come-first-serve basis”.
The shocking revelation has come to fore in response to an application filed by Mehrajuddin Sheikh, a resident of Budgam, under Right to Information Act.
What could turnout a major embarrassment for the state government, that keeps harping on good governance, the State Project Director of the Sarva Shiksha Abhiyan (SSA) - has revealed that appointments have been made in the program on “first-come-first-serve basis.”
Pertinently, Centre’s flagship program in education sector SSA has a budget of Rs 1800 crore for 2012-2013 for J&K. However, the program is marred by complaints of massive irregularities in the state.
“Engagement of contractual employees has been made on the basis of first-come-first-serve basis,” the Project Director SSA Yasha Mudgal says in her reply to the RTI query.
While justifying the “illegal” move, the government says that these appointments were made to make the society functional.
“The action was later on regularized by Governing body of Sarva Shiksha Abhiyan,” it says.
According to the government, the contractual appointments are being presently done in pursuant to the Society Regulations/instructions of the government.
The reply further states that all the regular employees in the program are presently on deputation from Education, Planning, Roads & Buildings and Finance Departments.
The applicant had sought information about appointment of the employees made, process of selection, dates of interview & places of interview from Ist January 2002 AD to 20 April 2012 in SSA.
Pertinently, putting the State Government in the dock over dubious implementation of SSA in the J&K, Union Minister for Human Resources Development Kapil Sibal who was in the Valley last week said that the Centre was probing into reports of irregularities in centrally sponsored schemes in education sector in Jammu and Kashmir.
“We are making inquiries. I am aware of the matter that some reports about it have appeared and I have directed my Secretary to inquire into this matter and find out what exactly has happened,” Sibal told reporters at a news conference here. He was asked about the alleged misuse of funds in Sarva Siksha Abhyihan (SSA) and Rashtriya Madhyamik Siksha Abhiyan (RMSA) schemes in the State.
