The Times of India: Chandigarh: Sunday, June 17, 2012.
Chandigarh Police have broken all previous records for giving on rank promotions (ORPs) to its police personnel and elevated a total 50 cops during the past four years.
A total 25 policemen out of 50 were only promoted in 2011, the year that witnessed of highest number of promotions during the past six years.
A reply of an RTI query of The Times of India revealed that 10 policemen were given ORP in 2010, 25 in 2011 and four in the current year. The reply also revealed that some of the policemen were promoted for excellent photography skills, outstanding performance as the reader of SSP, donating blood several times, for best drawing, among other reasons.
Interestingly, not a single woman was given ORP during the past three years. Some of the cops were promoted for their excellent role in cracking the crime cases. However, many of these cases are still pending in the courts.
The promoted policemen included six sub-inspectors on the rank of inspectors, 19 constables on the rank of head constables, eight head constables on the rank of assistant sub-inspectors (ASIs), and two ASIs on the rank of sub inspectors.
Ironically, only 30 policemen were only promoted between 2007 and 2009, and nine of them have retired.
The on-rank promotion does not mean any hike in the salary of beneficiary police personnel and it upgrades only the rank of cop. A senior police official said ORPs are given to encourage the cops to do something extraordinary.
