SPIO provides wrong information

A complaint has been lodged with the Principal Secretary of the state Rural Development on the alleged siphoning of a huge amount of money sanctioned under the state 12th and 13th Finance Commission for the development of Bamon Kampu Gram Panchayat.
The complaint report which also been submitted to the Secretary of Central Ministry of Rural Development was jointly lodged by Kongkham Bimola, Hirom Sundari, Hirom Jhandabi and Elangbam Bala, all from Bamon Kampu Mayai Leikai, charging that a total amount of Rs 18 lakh meant for development of Bamon Kampu Gram Panchayat, Imphal East has been misappropriated, said a statement from Macha Leima RTI Apunba Nupi Lup.
Initially, Elangbam Bala under the guidance of Macha Leima RTI Nupi Lup had submitted a representation to the BDO and state Public Information Officer of Imphal East-II CD Block seeking information on the money meant for development under RTI Act, 2005.
In the representation, Bala requested to provide detailed information on how much money was sanctioned for development of Bamon Kampu Gram Panchayat under 12th and 13th Finance Commission and other concerned authorities and also the name of the works, completion report and APRs.
However, the concerned authorities provided wrong information to the RTI applicant explaining the amount of money allegedly withdrawn by various individuals who had never finished different development works in Bamon Kampu Gram Panchayat.
They said that in2008-09, Th Rajendra, Beneficiary Secretary of the state Finance Commission had withdrawn a sum of Rs 81,044 for laying stones along the Bamon Kampu Khabam IVR. Beneficiary Secretary, K  Ibomcha also sanctioned Rs one lakh for digging of a public pond.
In the same year, L Ibotombi, Beneficiary Secretary sanctioned Rs three lakh for construction of a market shed. Beneficiary Secretary, Th Ibomcha also withdrawn another Rs four lakh for construction of a community hall from the same amount sanctioned for the market shed.
In 2010-11, the 13th Finance Commission sanctioned Rs four lakh for construction of a dam at Heikuthong, Kongba Nongthombam Leikai and its beneficiary was one P Tonao.
In 2010-11, the 13th Finance Commission also withdrawn another amount of Rs 3, 92,526 for construction of a community hall at Bamon Kampu Mayai Leikai, the statement added.
However, the four complainants had informed the concerned authorities that the above works were never taken up as claimed in the information provided through RTI, the statement further added.
