The Jammu and Kashmir Waqf Board has appointed 82 persons including retired officials at various positions reportedly without following any criteria.
Documents in possession of Greater Kashmir reveal that apart from these appointments, Waqf Board has appointed 79 other employees as administrator, teacher, engineer, lecturer, clinical instructor, driver, caretaker, carpenter, plumber, chowkidar, sweeper, gardener and others. This has been revealed in information sought under Right to Information (RTI) Act by Bilal Ahmed Bhat.
However, Vice-Chairman J&K Waqf Board, M.Y. Qadri said that the hiring of retired persons has been done as per rules. “It is not against the rules. There is a policy of Board to hire retired officials who have good experience in the field,” he said.
About the Chief Accounts Officer’s appointment, Qadri said, “He has good experience in dealing with finance. So we hired him. It also costs us very less. He must not be drawing a salary of more than Rs 15,000. We have also consulted Finance department in this regard.”
About the appointment of Chief Controller, Qadri said that they had got nod from Chief Minister’s Office to hire him. “A committee headed by Divisional Commissioner was formed to look for a suitable candidate. Finally the committee proposed a name and communicated it to Chief Minister’s Office. They finally selected him.”
Qadri also said contrary to the past, vacancies will be advertised now.
“We will soon advertise some vacancies to make the selection process transparent,” he said.
