RTI reveals ‘no agreement’ on Salal.

Srinagar, Mar 31: With clamor for return of power projects controlled by NHPC growing louder in Jammu and Kashmir, the state government has revealed that its claims over Salal hydroelectric project are not backed by any formal agreement.
In response to an RTI application filed by Irfan Hafiz Lone, vice-president of Baramulla Bar Association, the Power Development Department has disclosed that state government’s assertions over 690 MW Salal are backed by correspondences and minutes of the meetings and not by any formal agreement with NHPC.
“The state government can secure its interest at least in terms of those components which were part of the National Policy at that time and which were agreed to by Central government in various minutes and communications but are not backed by a formal agreement,” PDD says in the RTI reply.
According to the response, the Law Department is ‘examining’ the procedure to be adopted for claiming the losses incurred to the tune of Rs 2350 crores.
“As regards taking over the project, the J&K SPDC has been authorized to work out the present project cost on the internationally accepted norms prevailing in the industry which can form the basis for further negotiation with NHPC,” the reply reads.
Salal Hydroelectric Project Stage-I of 345 MW (115X3) and Stage-II of 345 MW (115X3) are constructed on river Chenab in Reasi. The project was conceived in 1920 and commissioned in 1987.
About 450-MW Uri-1 Project, the government discloses that SPDC has been directed to work out the present cost of the project according to international norms.
According to the reply, it would be assessed if full benefits have been availed in Dulhasti project as per the terms and conditions.
“If not, then at least balance should be claimed from the Central Government /NHPC. This aspect is being examined in the department,” it adds.
