Jaipur: The vice-chancellor (V-C) of Rajasthan University has been in the news for all the wrong reasons, as a reply under Right to Information (RTI) Act has revealed that he had bought a wheat flour mill for his personal use from university fund, for which the RU administration forked out Rs 15,732.
This has been revealed after a student filed an RTI application last year and the reply from university officials showed that the flour mill by the V-C BL Sharma was purchased from the university fund.
The RTI also revealed that a mobile worth Rs 18,100 was also purchased by the V-C for his personal use and once again, the university administration had to foot the bill.
When DNA spoke to registrar Nishkam Diwakar, he expressed his ignorance about the purchases made on his name, stating that he was not involved in buying or selling items.
“I don’t know about this as the registrar is not involved in buying or selling matters at any stage,” claimed Diwakar. However, chief finance officer of the university Deo Karan Singh said that there is no such rule to support personal purchases. “There is no rule to buy flour mill for personal use,” he clarified.
When asked about the purchase of cellphone, he said, “When an official purchases such an item, as a rule, he should submit it at the time of demitting office, but then it has been rarely seen.” Meanwhile, faculties have expressed shock and termed such acts as a shame on the high standards of university.
When DNA spoke to some office-bearers of the Rajasthan University Teachers Association (RUTA), they refused to comment on the issue, terming it below their dignity to comment on such things.
On the condition of anonymity, a senior professor and head of department of the RU said that such items come under luxury and should not have been bought by the V-C, who claims to be a Gandhian.
“It’s totally misuse of the university funds. Rules say the V-C must be given a furnished house, but buying a domestic wheat flour mill comes under luxury items. This is not good,” a senior university professor said. The V-C could not be contacted as he did not pick the call, even after repeated attempts.
The vice-chancellor of the Rajasthan University gets a monthly emolument of `1,23,980 as shown by the reply under the RTI Act, given on January 25, 2012.
