‘Government claims don’t reflect ground reality’

During general discussion on the motion of thanks on Governor’s address in the Legislative Assembly, majority of the members alleged failure in the implementation of various schemes at ground level.
PDP MLA Nizamudin Bhat described the Governor’s address as a hollow document and a research piece which has no testimony on the ground level. He accused the government of discriminating among the constituencies with regard to development schemes and allocation of funds.
“The constituencies belonging to coalition MLAs were given huge funds and even are getting the additional allocation of funds. Even some constituencies of coalition MLAs were given Rs10 crore as additional fund but contrary to the claims of government of equitable distribution I was denied even 20 lakh additionality that I had demanded for my constituency,” he rued.
While alleging that the government has failed to check increasing unemployment and address the issues of agitating daily wagers, Nizamudin Bhat said that entire political system of the state was being questioned as it has totally failed to address crucial public issues.
Blaming the government of being visionless, Hakim Yasin downplayed the claims of the government with regard to the implementation of the Public Services Guarantee Act. “The government has been claiming of implementing Public Services Guarantee Act (PSGA) but before going ahead the government should have assessed the requirements for its implementation. But it did no ground work,” he said.
He further criticized the government for not implementing the recommendations of commissions constituted for bringing peace in Jammu and Kashmir. “Prime Minister had constituted five working groups but not even a single recommendation of working group has been implemented so far. The Cabinet Sub Committee (CSC) to study Justice Sagheer Committee report has been given many extensions but nothing concrete has been done for the implementation of recommendations,” he rued and also criticized the government for not mentioning any thing about greater autonomy to Jammu and Kashmir in the Governor address.
Ousted Bhartiya Janta Party MLA, Lal Chand, described the report as beautiful document but lacking all the ground realities. “PSGA, State Accountability Commission (SAC) Food Supply To All find mention in the report but the outcome of these steps is not even 10 percent visible on the ground level,” he said.
While criticizing the way the National Rural Health Mission (NRHM) scheme was being implemented in the state, Lal Chand said that the scheme has virtually changed into National Urban Health Mission as at village level there were no doctors, no paramedical staff or any other healthcare facility.
He further said that even old age pension was being denied to the beneficiaries for last three years. “The Tourism Development Authorities have also failed to yield any positive results, while the Sewa hydel project in Bani Tehsil has not got any mention in the report,” he added.
Describing the governor’s address as full of hollow claims, MLA Zulfikar Ali said, “The numerous achievements which were mentioned in the document are actually absent at ground level. The roads mentioned in the report constructed under Prime Minister’s Grameen Sadak Jojna were the same roads which are under construction since last more than 10 years,” he said, adding that the Right to Information Act was a good step but still the vital information is being denied by the officials.
He further said that there were many loopholes in the implementation of RTI Act, while the Sher-e-Kashmir Employment Guarantee Scheme has virtually failed to contain the unemployment problem. He also endorsed the concern raised by Nizamudin Bhat that people have been losing their faith in the political system. “If the people would lose faith in the political system then it would be disastrous for the state,” he asserted.
Abdul Majid Wani also criticized the Governor’s address and said that it had nothing about the government’s vision for solving the issues of far flung areas. “I subscribe to only 85 percent of the contents and disagree with the 15 percent. The address aptly projected the government’s point but the people of far flung areas who are the main stakeholders of democracy have found no place in it,” he rued.
He further said that Jammu and Kashmir was not only the name of two districts Jammu and Srinagar but most of the population is living in the far flung areas of the state which finds no mention in the address. “We are demanding Women College in Doda but till date no college is sanctioned. We had also demanded a college in Wagwan area but same is denied by the government,” he said, adding that the Sudhmahadev tunnel project, Kabran tunnel project has not found any place in the report.
MLA Feroz Khan supported the report and said that the schemes launched by the government were yielding results but mass awareness about these schemes was the need of the hour.
“For the implementation of RTI and PSGA the dearth of staff should be addressed by posting of extra staff in various departments which come under the ambit of PSGA,” he added. He also demanded upgradation of Kargil airport, while criticizing the government for giving wrong information about the commissioning of Chuttu Kargil unit. “The Chuttu Kargil unit has been shown commissioned in the report but the ground reality is that it was yet to be made functional,” he claimed.
Balwant Singh Mankotia described the achievements listed in the Governor’s address as mere paper horses which lack on ground. “The government is claiming to implement Public Services Guarantee Act (PSGA) but the reality is that now the concerned officer is not even accepting the application for any document,” he claimed.
He further said that the government was claiming of opening 18 polytechnic colleges in the state but the ground reality was that despite three visits of concerned minister to Udhampur, the authorities are yet to identify land for construction of college campus.
He further alleged that along with the Kashmiri ministers, the Jammu based ministers in the coalition were also discriminating with Jammu region. “The Supreme Court has given directions to treat all the Jammu migrants at par with Kashmiri migrants but after many years same was being denied to them,” he alleged. He further said that on corruption issue not a single minister but the whole cabinet is in dock and should give resignation without any further delay.
