Plots seniority list: Secy gets CIC summons

New Delhi: Censuring the Delhi government for not fulfilling its obligation under the Right To Information (RTI) Act, the Central Information Commission (CIC) has summoned its Secretary, Land and Building department, for “consistently defying” the judicial orders on making public a seniority list of people who have been or are to be given alternative plots in return of their acquired property.
“The Commission summons Secretary, Land and Building Department, along with the Public Information Officer to appear before it...with their explanations for defying the orders of the Delhi High Court and the Commission consistently,” Information Commissioner Shailesh Gandhi said in his order.
The CIC was miffed by the failure of the department to comply with the April 2010 High Court order and that of the Commission in December 2010. The department had been asked to upload on its website the seniority list of the people who were offered alternative plot in lieu of their acquired properties.
“The website status should be constantly updated as and when there is a movement in applicants file. This exercise will be undertaken, preferably within eight weeks, in consultation with the Information Technology department of GNCTD,” the court had said.
The government had also accepted before the Commission that the total number of people, whose list have to be put-up, is about 9,500.
“It is unthinkable that the Delhi government cannot put-up the seniority list for such a small number, and finds it more convenient to defy the orders of the Delhi High Court and this Commission...,” said Gandhi.
