In response to an RTI query seeking number of inquiry committees constituted by the V-C of Panjab University, R C Sobti, the Public Information Officer (PIO) of Panjab University has replied to an RTI activist Rajinder K Singla that this University does not know how many inquiry committees have so far been constituted by the present Vice-Chancellor R C Sobti during his tenure as V-C since 22 July 2006.
R K Singla alleged that making a mockery of the “Right to Information Act” further, the PIO has stated that ‘these inquiry committees get constituted by different branches/departments of the Panjab University. Therefore, the information regarding this pertains to various PIOs whose list is available at PU website www.puchd.ac.in’ Deputy Registrar (RTI) admitted that University has not compiled any record of the inquiry committees constituted from time to time by the Vice-Chancellor’.
In his reply, the PIO has further disclosed that this University has not prepared any panel of the retired judges who had been appointed on various enquiry committees during the tenure of Prof Sobti as V-C.
Dissatisfied by the replies of the PIO and lack of action from the office of Registrar-cum-Appellate Authority A K Bhandari, Singla said that he would approach the Central Information Commission, New Delhi to ensure transparency and accountability in the functioning of this University.
