Srinagar: There is a nexus between lawmakers, businessmen and bureaucrats in the country to sustain corruption, M Y Tarigami, State Secretary of the CPI-M, said at a rally here today.
Tarigami welcomed the continuation of Indo-Pak dialogue for settling the bilateral issues, despite the condemnable acts of terror in Mumbai recently. Appealing the Prime Minister Dr. Manmohan Singh to take bold initiatives for starting a fresh round of dialogue with all shades of opinion to resolve the vexed Kashmir issue, he maintained that peace in Kashmir in unthinkable without peace in two neighbouring countries.
Addressing the rally, he said that CPI (M) firmly believes that peace was imperative for development and negotiations the only platform to deliberate upon the issues for evolving solutions.
Referring to the menace of corruption that is eating up the vitals of the society, Tarigami lamented at the government for not been serious in combating it. Corruption in its many manifestations is getting institutionalized and encouraged, he regretted and said that a common man is conditioned to bribe for getting petty works done in the offices. He wondered that high ups in the governments and bureaucracy were patronizing the corrupt practices and corrupt elements remaining scot free even after establishment of emblements and scandals made by them. Scams and malpractices have become order of the day and every now and then such incidents do occur at state and national level that has blotted the polity and the bureaucracy. Black money in the country was running a parallel economy and tax evaders were enjoying the favour of the power, which will be hazardous for the economy in the future.
Had the government been serious to curb the corruption, the State accountability Commission would have not remained headless for a petty long time, Tarigami observed and demanded immediate appointment of its chairman. He also demanded setting up of State Judicial commission to bring the conduct of judiciary under its purview. Advocating for an effective public grievance mechanism to protect the citizen’s charter, he said that the democratic institutions at gross root level demand empowerment and authority to ensure quick delivery of services and check the corrupt practices. He also demand establishment of state planning commission and appointment of state Information Commissioners for effective implementation of the RTI Act which is a strong tool available with the people to embargo the corruption and maintain transparency in the public delivery system. .
CPI(M) State Secretary said that today’s rally was organized to agitate against the price rise and rising corruption in the state and invite the attention of the government to address to these vital issues. The successive price escalations have directly affected the economy of the people and it is difficult for a common man to make both ends meet due to inflation. Economic reforms and boosting of primary sectors can be instrumental in containing the inflation, he said and added that the successive governments at centre and state have failed to initiate in this regard.
Expressing anguish over the increasing graph of unemployment, CPI (M) State Secretary urged upon the state government to initiate measures for creation of ample jobs for the unemployed youth, revival of Public Sector Units and promotion of primary sectors could be helpful in this regard. He said that the announcement of one lac jobs under technical quota should be given a practical shape and like wise job assurances should be made for un-skilled manpower.
Earlier thousands of CPI (M) workers who had converged from across the valley took out a protest rally from the TRC Grounds to Lal Chowk raising slogans against the price rise, unemployment, corruption and poor public services. The march moved through main City and culminated at Lal Chowk.
