RTI applicant threatened for asking info under pro-active disclosures

Ratilal Rathod, a resident of Amedkar Nagar,(at Thangadh , block Chotila, Dist. Surendranagar- Gujarat.) is yet to get his own house. He works as agriculture labour. He was looking at the new toilets constructed by Thangadh Nagarpalika in his area, but he was not one among them. But the contractor told him that if he can give his photograph he can be one next set of beneficiaries. 
After waiting for some days, Ratilal filed RTI application asking for list of beneficiaries of Support for toilet construction scheme and how it was allotted. Information falls under section 4 but Ratilal did not get it even after 30 days. He has filed first appeal. However Engineer and contractor is threatening Ratilal for withdrawing his application. Ratilal approached Police station but PI told him that such complaints are to be handled by Chief officer of the Nagapalika itself. 
Applicant contacted RTI - whistle Blower helpline at 11:37 am. Helpline intervened by sending fax to Police Station, to Chief of the Nagarpalika (who is also PIO), also to First applette authority and State Information Commission. at around 4:00 pm. Chief officer Nagarpalika, called up RTI helpline and assured that all the information will be disclosed not only to the applicant but also he will disclose the same on the notice board.
Secondly he will initiate inquire into the matter. The official ,written reply is yet to be received. 
Meanwhile applicant is asked to file complaint at the police station against contractor and the engineer of the Nagarpalika. Applicant is also advised to file complaint under section 18 to State Information Commission for non compliance of section 18 and threats by government officials upon asking info under section 4 of RTI act.
