CIC notice to IOA, OC for sitting on Kalmadi info

NEW DELHI: The Central Information Commission ( CIC) has issued a showcause notice to the Indian Olypmic Association (IOA) asking why a penalty of Rs 25,000 should not be imposed for delay in responding to RTI applications seeking information regarding IOA chief Suresh Kalmadi's election and expenses on his travels.
Issuing a common order to IOA and the Commonwealth Games Organising Committee (OC), information commissioner M L Sharma gave the two agencies a month's time to make public information related to the alleged discrepancies in the ticketing, Queen's Baton Relay and the conduct of the Games.
Sharma asked the IOA CPIO to appear in person on December 16 and present his case during the hearing of complaints and appeals.
"In case of your non-appearance or that of the officer whose assistance has been taken under section 5(4) of the RTI Act, the matter will be heard and decided on the basis of the record,'' the notice said.
The Commission also warned the sports bodies that "no adjournment" will be given "in any circumstances" and they should provide their comments two days before the date of hearing.
The cases relate to complaints received by the transparency panel from activist S C Agrawal against the non-disclosure of information by the OC about the alleged corruption issues regarding the Queen Baton's Relay held in London last year and CWG passes and ticketing which allegedly resulted in poor attendance at the venues.
During the Queen's Baton Relay in London, several alleged financial discrepancies surfaced when the British authorities referred to the Indian High Commission a matter regarding A M Films, a little-known London-based company, to which a huge sum of money was transferred through the Royal Bank of Scotland.
