B&R records tampered with: RTI information

TNN, Nov 17, 2010,
LUDHIANA: It seems the Municipal Corporation (MC) has not learnt lessons from the fake bill scam as they are continuing with their careless attitude in clearing bills of contractors and providing them a helping hand.
One such matter has been highlighted in RTI information where the officials have issued two orders for similar work. Issued for the construction of roads in New Madhopuri area, the two orders have once again raised a question mark on sincerity of MC officials.
Coming to light through information sought under RTI Act by city resident Arun Kumar, the details revealed that the bridges and road (B&R) department officials had tampered with register of contracts, work and supply orders.
Having issued the work orders for the construction of the roads in New Madhopuri in August, officials mentioned in register the work orders were issued on July 20. The number mentioned in the register where they had mentioned it 48/A and this was for the first time that officers had mentioned a serial number by putting oblique.
In a face-saving attempt, the officers denied they had tampered with records. They said the work orders had been issued on mentioned date in the register. But the question arises if the authorities had issued the orders in July then they should have given it serial number 49 instead of 48/A.
Sources said the officials were trying to help the contractor and trying to save their skin also because the contractor who had been allotted the task was unable to submit the bills of the work in time. Therefore, the officers showed the work orders allotment in back date and they had to put oblique sign and interestingly before signing the report the higher officers did not pay attention towards it. Joint commissioner and incharge of B&R department MS Jaggi said that he was unaware of the matter and could comment only after conducting checking.
