More skeletons tumble out of BS Yeddyurappa's closet

After Rachenahalli and Nagarbhavi, here’s yet another startling case of land denotification by chief minister BS Yeddyurappa.
As per documents procured by DNA under the Right To Information (RTI) Act, this 5-acre prime land at Halagevaderahalli in Banashankari 5th Stage has been denotified 16 years after the final notification was issued for acquisition by Bangalore Development Authority (BDA).
This is seen as gross violation of all rules and regulation pertaining to land acquisition as the acquisition process was completed and the compensation awarded in 1994.
It also goes against a 2005 Supreme Court ruling which prohibits cancellation after land is notified for acquisition and the compensation is awarded.
DNA has in its possession documents on the denotification of the 5-acre land in Banashankari 5th Stage, the present market value of which is estimated to be about Rs35 crore.
BDA had issued preliminary notification on April 6, 1989, for acquisition of thousands of acres of land in Uttarahalli, Marasandra, Vasanthpura, Halagevaderahalli and Yelachanahalli located between Rajarajeshwarinagar and Kanakapura Road for forming the Banashankari 5th Stage layout.
It issued the final notification on May 9,1994. BDA awarded the compensation and the possession of land was granted the same year. However, in 2008, after BJP came to power, the owner of the 5-acre land, named Basappa, submitted a memorandum to chief minister Yeddyurappa for denotifying the land.
The CM’s office then called for files from BDA, whose officers in a note stated: “We have already taken the physical possession of land and sites were distributed, (and the) layout was formed. Now it is not possible to denotify the land.”
Despite that, the chief minister directed: “Consider this as a special case, and denotify 5 acres of land.” Based on his direction, the urban development department secretary on January 12, 2010, issued the order to denotify the land.
