The Moratuwa
Municipality, in what is seen as a positive act of transparency and good
governance, on February 27 took a
newspaper advertisement announcing to the public a list of projects for which
Rs. 27 million has been allocated.
The notice
placed by the municipality said it was meant “for all persons that (who) may be
affected in terms of the provisions of the Right to Information Act No. 12 of
2016” by a list of works to be undertaken.
The 40
projects include paving roads, construction of boundary walls, repairs to
drains, among other work. This is probably the first government institution to
issue a pro-active notice of information under the newly-promulgated RTI where
citizens are entitled to information from public institutions and private
institutions with a public focus.
