The high
court on Thursday ordered notice to the Institute of Banking Personnel
Selection (IBPS), Mumbai, in response to a PIL filed against selection of
persons who are not familiar with Kannada to serve banks in Karnataka. A
vacation division bench comprising Justice H Billappa and Justice B Veerappa,
however, declined to grant any interim order in the absence of the affected
persons being made as parties. N Veeresha and 16 others have alleged that a
large number of candidates selected for 1990 clerical cadre posts/vacancies in
Karnataka region in the recently held common recruitment process (CRP) online
examination are from outside the state and are not familiar with the state
language. The petitioners, all unsuccessful candidates, claimed that they are
seeking relief for candidates who aspire for employment from Karnataka region in
nationalized banks/ participating organizations in future. Counsel for the
petitioners informed the court that they are ready to implead all the selected
candidates or serve notices through newspapers, but unable to do so as the IBPS
authorities refused to give details about them under RTI Act. As per the
eligibility criteria, the candidates should have proficiency in the official
language of the state. "Nearly 700 candidates have been selected from
Karnataka, who presumably are familiar with the state language, while the
remaining are from outside the state. Most of them are from Andhra Pradesh and
Telangana," he told the court.
