Activists
were in a state of shock after the Department of Personnel and Training (DoPT),
in a reply to an RTI application, stated that the amendment to the Right To
Information (RTI) Act is under consideration.
It rattled
most activists as recent news reports had suggested that no new rules are being
framed for the implementation of the RTI Act.
Former
central information commissioner, Shailesh Gandhi, had filed an RTI application
seeking the details of the proposed amendments that are under consideration,
the copy of the record giving details of the pre-legislative consultation.
In its reply,
the DoPT said that the matter regarding the amendment of the RTI Act (2005)
"is under consideration and has not reached finality". Further, it
cited an exemption clause within the RTI Act to deny the information.
