The Information Commission has issued a show-cause
notice to Public Information Officer of the Police Recruitment and Training
division for not providing a certified copy of the answer sheets for the
sub-inspector recruitment exam.
Additionally, the commission has threatened to
fine the officer, the superintendent of police, A G Eshwarappa, Rs 25,000 if he
fails to abide by the RTI rules. N Raghavendra, a candidate for the exam held
in 2014 to recruit 152 sub-inspectors, had sought copies of his answer scripts
for two written exams in November 2015, after he did not make it to the
shortlist.
Eshwarappa replied a month later: “The information
you have sought cannot be provided under the RTI Act.”
Raghavendra took the matter to the Information
Commission, N P Ramesh, who held a second hearing on May 9. “Provide the
information to the appellant within eight days and attend the next hearing on
September 1 with a report in this regard,” he ordered.
Decision to withhold info
On January 22, 2016, the recruitment committee
headed by ADGP Raghavendra Auradkar decided not to provide copies of answer
scripts. “Answer scripts have been evaluated by PU college principals and
lecturers. Providing their copies to candidates will complicate the process as
they may get more marks in an external evaluation,” he said. The panel decided
to withhold information “ to avoid delays” and “misuse of answer scripts”. But
the information commission said such decisions were against the law and asked the
committee to give information.
