Police have
registered an FIR against several officials of Rural Development and Panchayati
Raj Department for 'fund misappropriation' in the construction of Panchayat
Ghar under Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) scheme.
According to
sources, a sum of Rs 15 lakh was sanctioned each for four Gram Panchayats for
construction of Panchayat Ghar under the scheme.
An RTI was
filed by one Ayekpam Keshorjit of Haobam Marak Irom Leikai to Director/SPIO of
RD @ PR on January 5, 2015 seeking information on the construction of Panchayat
Ghar under RGPSA scheme.
The RTI
activist had asked the names of Gram Panchayats of Imphal East and Imphal West
covered by the scheme and how much amount was sanctioned to each of the Gram
Panchayats.
The
Department provided the information sought by him on January 22 and February 5,
the sources said.
The RTI
applicant then filed a written missive in the Department on February 13 last
praying for allowing him to inspect Panchayat Ghars constructed in four Gram
Panchayats in Imphal East and Imphal West.
Acting on his
plea, the Department allowed him to inspect the Panchayat Ghars along with an
AE and two SOs of the Department on April 15 .
The four Gram
Panchayats where Panchayat Ghars were constructed are Naoriya Pakhanglakpa,
Mongsangei, Bamon Kampu and Khurai Chingangbam Leikai.
The
inspection revealed that the construction failed to follow components,
measurement specifications and other laid-out guidelines.
The
construction was supposed to be completed within six months.
Not happy
with the construction, the RTI activist lodged a complaint with the police
stations concerned urging to take up action against those erring officials of
the Department.
As for
Mongsangei and Naoriya Pakhanglakpa, Singjamei police registered an FIR against
an AE and two SOs of RD & PR on May 24 .
The FIR was
registered under Section 409/420/34 of Indian Penal Code, added the sources.
