Town planning, LDA post staff salary details on websites

Almani Verma : Sat Sep 11 2010 : Lucknow :
The Town and Country Planning Department of Uttar Pardesh and the Lucknow Development Authority (LDA) have posted monthly remuneration of their employees on their websites.
While LDA officials said the move was intended to maintain transparency in the system, the CTCP department has given the reference of Section 4 (1) (B) of the Right to Information Act 2005.
Sources in LDA said monthly remuneration of employees and officials was posted on the website following an order (dated August 25) from the Housing and Urban Planning Department. The housing department has issued the order in reference to an order (dated August 19) from Administrative Reforms department of the state government.
In the order, Principal Secretary, Administrative Reforms, Navtej Singh has directed different departments to post on their websites various information listed in 16 categories provided under Section 4 (1) (B) of RTI Act 2005.
Under Section 4 (1) (B) of RTI Act 2005, public authorities (government departments) should publish the monthly emoluments of their officials every month.
Talking to The Indian Express, Singh said, “The objective is to maintain transparency in the system. When public has RTI then why should they run from one office to another to get information. The departments should post this information on the website to make its availability to public easy.”
The Administrative Reforms department monitors all the departments but so far it has no information about the departments that are implementing the order.
“We are trying to ensure that all such information is provided on the websites of departments within next one-and-a half month,” Singh said.
“ The LDA is a government department and public could not know about the job profile of its employees and the salaries they are drawing. Hence such information has been provided on the website of LDA to bring transparency in its working,” said Rahul Singh, Officer on Special Duty, LDA.
At LDA’s website www.ldalucknow.co.in, monthly salary of all its 86 Class I and Class II officers has been posted. These officials include vice-chairman, secretary, additional secretary, chief engineer, executive engineers and assistant engineers.
Similarly, the Town and Country Planning Department has provided the salary details of its staff including assistant town planner, draft men, clerks, peons, drivers and gardeners.
These employees are posted at the department’s Lucknow office, divisional offices and local unit offices in different districts.
