The Karnataka
Information Commission has imposed a penalty of Rs. 10,000 on Dhanya Kumar,
Executive Engineer, Karnataka Rural Infrastructure Development Corporation Ltd
(KRIDCL), for his failure to provide information sought by RTI activist
Sangamanath B. Hiregouda on time.
State
Information Commissioner Shankar Patil, in his order passed on March 3, the
copy of which is available on Friday, rejected the plea of the official that
the delay in providing information may be condoned since he was busy with the
Belagavi Assembly elections at that time and said that the penalty imposed was
personal and payable by the respondent himself.
Mr. Hiregouda
had sought details under the provisions of the RTI Act in July 2013 of
financial and physical progress reports and details of the funds released to
the KRIDCL from the government.
After failing
to provide the information within the stipulated period, the official had
provided the information sought after two years and seven months, violating
section 7 (1) of the RTI Act.
